Recommendation to consider a request from SouthWestern Property Corporation (SWPC), as requested by Commissioner Clark, for Washoe County staff to negotiate an Easement Deed and Easement Agreement between Washoe County ("Grantor") and SWPC ("Grantee") for design, construction, installation, use and maintenance of a requested emergency access road, including relocation of an existing public utility easement and associated improvements over, across and through a portion of Washoe County property Assessor's parcel number (APN) 520-250-31, (5100 Spectrum Boulevard, Regional Public Safety Training Center) located at the terminus of Spectrum Boulevard Reno, Nevada. Said easement request would provide for emergency ingress/egress to the adjacent City of Reno approved residential development; and if approved, authorize County staff to negotiate an Easement Deed and Easement Agreement and require staff to present the negotiated Easement Deed and Easement Agreement to the County Commission for approval at a later date. Hello Washoe County Commissioners. My name is Andrea Pelto. I believe that most of you know me as a very active senior advocate in this community. In fact, I am commenting via eComment because Tuesday at 1pm I will be facilitating a Sock Hop for our local senior population and I was worried that I might not be available to voice my opinion in person.
I adamantly support the easement request by SouthWestern Property Corporation (SWPC)/Dandini Spectrum Holdings that is before you in item 8 of your August 22, 2023 agenda. The average social security payment for Nevada seniors is approximately $1450 which is not nearly enough to cover rent let alone pay for utilities and medications that seniors need. According to your Community Dashboard as of July 2023 there were 957 adults w/o children identified as homeless. I believe a large portion of those adults are seniors.
The number of seniors on our Cares Campus breaks my heart as it should yours. Is this how we reward our parents and grandparents? I finally have found a developer with a heart that has put in writing that he will set aside 24 units of his workforce housing project specifically for senior tenants. These units would come with a three-year lease term with built in annual rent increase of not more than 4.5%. This would not only give seniors an affordable option for living but also alleviate the stress that is put on a senior every year when they get the short notice of how much their rent it going to increase.
In addition, Dandini Spectrum Holdings is willing to establish a foundation to assist any senior that is unable to afford the substantial rent increases other landlords are getting throughout Washoe County.
Again, I implore you to approve the easement request before you for the sake of all the seniors in our area. In my eyes, senior issues are senior issues and I believe have no place in the political arena. But if that is what motivates you to help our seniors, I would like you to know that according to a recent KFF independent poll, in Nevada 70% of the 358,000 citizens 65+ voted in the November 2022 election.In closing, please support this request or find us another landlord that would be willing to help our senior housing crisis.
I STRONGLY support increasing fees on short-term rentals to cover administrative fees and a Washoe County Enforcement Officer. I also STRONGLY support capping the number of short-term-rentals in Washoe County, particularly in Incline Village. NV homeowners and tax-payers have begged and pleaded to be heard, including the Board of County Commissioners, about the degradation and destruction of our residential neighborhoods to the entitled STR cancer blight.
