Recommendation and possible action to: (1) Approve the purchase and sale between Washoe County and BHC Health Services of Nevada, Inc. a Nevada Corporation for the property commonly known as the West Hills Hospital located at 1240 East 9th Street, Reno, Nevada (APN 008-171-38) (an approximate 3.43 acres portion of the overall 4.69 acre site) as authorized in Nevada Revised Statutes (NRS) 244.275 for $4,800,000.00; and (2) authorize the County Manager to execute any and all required documents necessary for the property purchase. The purchase of the West Hills property is very important for the County’s ability to provide safety net behavioral health services in the future and for the Health District to be able to construct a new TB clinic and satellite offices. Our current TB clinic at 10 Kirman is in disrepair. If the West Hills property is purchased, it will allow us to construct a new TB clinic facility and also to build additional workspace and meeting room capacity for the Health District. However, to be able to construct our new building at the West Hills location it is imperative that the BCC take action at the 8/22 meeting to purchase the property. The $10 million that we received from the state for the new building is ARPA funding that must be encumbered by the end of calendar year 2024 and fully expended by the end of calendar year 2026. We are at a critical juncture because we must begin the design and construction process or risk losing the funds available for the building.
If the decision to purchase the property does not occur on 8/22 then we will be forced to proceed with the fallback plan which will be to gut and rebuild at the 10 Kirman location. This will impact our TB clinic and the Health District’s capabilities for respiratory disease response during the period of the construction. It is also not the best use of the $10 million that the Health District has to invest. The West Hills location is kitty-corner to the County complex and simplifies Health District operations with a satellite location. It is accessible by public transit. The best use of the funds is to construct a new building at the West Hills location not 10 Kirman.
While the purchase agreement is not ideal due to the restrictions on future uses related to commercial behavioral and healthcare services, the County Manager’s Office and DA have done a good job in ensuring that it is allowed to provide the services needed by the populations we serve. I believe that the purchase is a good value, especially because it isn’t inflated based on the unique value a kitty-corner parcel has for the County and the Health District for expansion of the County complex.
