8. Recommendation to conduct a performance evaluation of Washoe County Manager Eric Brown, including a discussion of the results of the 2023 Performance Feedback Survey; to adopt priorities and expectations for the County Manager; and discussion and possible action to approve a single lump sum merit bonus for the County Manager (current base salary is $331,115.20) in an amount to be determined by the Board, to amend Section 2.A of the County Manager's Employment Agreement to extend the term of the Agreement for one (1) additional year to November 21, 2025, and to amend Section 2.C of the County Manager's Employment Agreement to increase severance pay from six (6) months of the Manager's annual base salary to twelve (12) months of his annual base salary, and if approved, to authorize the Chair to sign the amendments, and to authorize the Comptroller's Office and Human Resources to make all necessary adjustments.     I have had the privilege of serving on the County Manager Advisory Council (“CMAC”) formed by Manager Brown since shortly after he came to the County, and have come to respect and appreciate his efforts on behalf of the citizens of Washoe County. Manager Brown chairs the CMAC and successfully uses it as a vehicle to solicit nonpartisan, open and honest advice from business and other constituencies in Washoe County, on the myriad of issues impacting the County and under consideration by the County for future action, and also as a vehicle to advise members of the CMAC of upcoming County initiatives for dissemination throughout the community. The CMAC allows the Manager Brown and the County to obtain input and knowledge from a diverse group of individuals and to spread information, and is an example of his knowledgeable and forward-thinking leadership skills. The CMAC has been beneficial to both the County and to the citizens of the County, and is an excellent example of how a government can exchange information with its citizens in a manner that builds trust between them, and I highly applaud this effort.
    Because Manager Brown originally came from the business community I have observed that he brings a background and perspective to the County of efficient completion of tasks and financial responsibility, that is extremely beneficial to the County and to any governmental organization. I have also observed that he understands the needs of the citizens of the County and makes himself available to those citizens, that he acts with integrity and logic and an understanding of what he can and cannot accomplish as County Manager. He does not make unfulfillable promises or imply that he will take actions that he will not take, and persons who meet with him find him approachable and willing to give a full hearing to their perspectives.
    I wish that the County Commissioners would allow him to provide more management and staff analysis based on his expertise as County Manager, as it too often seems that the Commissioners dictate outcomes which limits outcomes, rather than allowing the full analysis and recommendations which I believe he could provide.
    A 12 months severance period is standard for his position.

    Washoe County has faced substantial challenges in the preceding year and is poised to experience substantial growth and change in the near future. Thanks to the Board and its Manager, it has handled the challenges well and is well situated to thrive going forward. The Board has established an ambitious agenda, and Manager Brown has worked through his team to execute that vision well. In my view, that reflects exemplary leadership and thus deserves appropriate recognition. I wholeheartedly support the work that Manager Brown has done and urge the Commissioners to reward him for his performance on behalf of the citizens of Washoe County.

    I have had the privilege of chairing Manager Brown's advisory board for the past year, as well as serving on the Children’s Cabinet board with Eric. Both organizations are fortunate to benefit from the leadership of such an exceptional individual.

    Manager Brown approaches every endeavor with a combination of logic, understanding, and visionary thinking. He has adeptly surrounded himself with a team of capable and driven professionals, consistently propelling the kind of change and results that our county truly needs.

    Manager Brown's wealth of business expertise keeps him focused and driven to achieve what is necessary. As a business owner, citizen, colleague, and friend, I wholeheartedly offer my unwavering support of Manager Brown.

    Manager Brown is an exceptional leader and real asset to Washoe County. He has achieved amazing things for our communities. He is personable and is a regular presence in Gerlach, which is so appreciated. I feel he understands the needs of residents and is working hard to make improvements that matter to us. I appreciate his demeanor, his desire to listen, and the positive and compassionate tone he sets. He has a great team as well.
