Recommendation to approve, pursuant to NRS 244.1505, Commission District Special Fund disbursement in the amount of [$30,000.00] for Fiscal Year 2023-2024; District 4 Commissioner Clara Andriola recommends a [$30,000.00] grant to the Washoe County Community Services Department, Planning Division -- a government entity - for the purpose of contracting planning consultants to assess best practices of permitting and development requirements for equine businesses in jurisdictions across the western U.S. and provide a summary of research, in comparison to Washoe County Code (WCC), that identifies opportunities for potential changes; approve Resolution necessary for same; and direct the Comptroller's Office to make the necessary net zero cross fund and/or cross function budget appropriation transfers and disbursement of funds.
