19. Recommendation to: (1) accept the William N. Pennington Foundation grant [in the amount of $3,500,000.00] and approve a new capital project for South Valleys Regional Park expansion, Phase 2a; and (2) approve the Grant Agreement with grant period of one year from notice to proceed; and (3) authorize the Community Services Department Director to sign the Grant Agreement, reports, and any subsequent documents related to the grant on behalf of the County; and (4) direct the Comptroller's Office to make the necessary budget amendments.
