7.H.1. Recommendation to approve the Voluntary Compliance Agreement between the United States of America and Washoe County which provides that the County will identify and resolve architectural and equipment barriers to ensure vote centers comply with the Americans with Disabilities Act (ADA). If approved, the County will revise relevant policies, practices and procedures to confirm voters with disabilities are provided an integrated setting appropriate to their needs with the same privacy and independence provided to voters without disabilities, that effective communication is available to people with disabilities and that appropriate auxiliary aids and services, where necessary, are afforded to individuals with disabilities. Pursuant to the Agreement, the County will select vote centers that do not exclude qualified individuals with disabilities and remediate, either permanently or using temporary measures including portable ramps, traffic cones, mats, signs or door stops, physical conditions that do not comply with the ADA. The County will also implement a survey instrument to assess the ADA compliance of selected vote centers and hire an ADA Expert to review the surveys and assess the accessibility of each vote center on Election Day, including any remedial measures the County puts in place to address identified barriers to access. If approved, the Voluntary Compliance Agreement will remain in place for four years and has an initial estimated fiscal impact of approximately $276,000 over the four-year period. Voters.
