Recommendation to approve purchases that are expected to exceed [$300,000] from OverDrive Inc. for licensing of eBooks, eAudio Books and Digital Magazines for an amount not to exceed $850,000 and Baker & Tayler for physical books and CD books with cataloging and shelf-ready processing for an amount not to exceed $400,000 for Fiscal Year 2025 and authorize the Purchasing and Contracts Manager to execute related contracts and purchase orders for these purchases.     I urge the Commissioners to support and provide the Washoe County Libraries with the appropriate funding required to allow them to function and provide their community with sevices. Please do not allow our children and our future to do without these vital services.

    Esteemed County Commissioners,

    I wish to express support for the passage of item 8 on this week’s agenda, as well as the continued full funding of Washoe County Libraries.

    The library system’s digital collection is a critical component of what it offers to the public. They comprise both one of its most expensive — and most circulated — collections of popular, first-run materials. Passing this item will enable us in the library system to continue to meet the needs and wants of our patrons at a high level.

    As a Sun Valley resident, I’m also pleased that Commissioner Garcia has urged her constituents to support the restoration of funding to the whole library system for the next year. She understands what an asset our libraries are to the community, and what cutting back services would do to the quality of life for all of us. I urge you, both as a library user *and* employee, to find a way to keep our libraries fully funded. Thank you for your time.

    I recommend that the Commissioner's support and provide authorization to spend up to $850,000 for e books, e audio books and digital magazines for fiscal year 2025. E books, Audio Books and Digital Magazines are vital to the community especially for those unable to come to the library in person due to age, infirmity, lack of transportation or time. Being able to access digital books, magazines through the Libby App makes the library more accessible to everyone in our large county regardless of age, ability or location.
    Also, please provide authorization to purchase physical books and CD' books in an amount not to exceed $400,000 for fiscal 2025. It is essential for serving the whole of the Washoe County Community that physical books and Cd's be available to enjoy in the library or to be checked out. Not all library patrons are comfortable with digital reading, and many will tell you that there is nothing like holding a physical book in your hands to capture the joy of reading or to instill the joy of reading in youngsters.
    Thank you for authorizing the Purchasing and Contracts Manager to execute contracts and purchase orders for e materials and physical books and CD's from 2025 fiscal year funds.     Support for Agenda item 8 & 11. Digital Magazines/Newspapers plus access to eBooks & eAudio books are essential for serving our youth and adults. We have to have sources of information other than social media. Physical books and cd books are needed for all, too, especially early literacy. These are essential purchases for the core of library. Please continue funding our library materials. South Valley's Library is the most used library in the county (Mike Clark's area). We are depending on him to support literacy in northern Nevada & access to diverse news sources. These materials are shared throughout the county. Many elementary school libraries have no budget for physicals books and must fund-raise to improve their old collections. Middle school libraries have minimal budgets and must fund-raise also for physical books only. So, students and teachers depend on the County libraries to check out recently published books. With the way the economy is going, patrons want to borrow and share the materials. Our seniors and families with children cannot afford to order books on Amazon or Barnes & Nobles. *********Please approve the 2025 library materials budget and support a similar materials budget for 2026*************
