4. Public Comment. Comment heard under this item will be limited to three (3) minutes per person and may pertain to matters both on and off the Commission agenda. Unused time may not be allocated to other speakers. The Commission will also hear public comment during individual action items with comment limited to three minutes per person. Comments are to be made to the Commission as a whole. Virtual Public Comment may be taken when facilities are available. A speaker's viewpoint will not be restricted; however, reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant statements, unduly repetitious statements, and personal attacks that would objectively antagonize or incite others are examples of speech that may be reasonably limited. The Board of County Commissioners carries out the business of Washoe County and its residents during its meetings. The presiding officer may order a person be removed if the person's conduct or statements disrupt the order or safety of the meeting. Warnings about disruptive conduct or comments may or may not be given prior to removal. Furthermore, certain disruptions of a public meeting are criminal acts as defined under NRS 203.090 and/or NRS 203.119 which may result in prosecution in appropriate cases.

    My comment today is to reference the disappointing and injurious writing of WASHOE COUNTY BALLOT QUESTION NO. 1 from the 2024 Washoe county election:
    SHALL THE BOARD OF COUNTY COMMISSIONERS OF WASHOE COUNTY BE ALLOWED TO LEVY AN AD VALOREM TAX IN THE AMOUNT OF UP TO $0.02 PER $100 ASSESSED VALUATION FOR A PERIOD OF 30 YEARS TO RAISE APPROXIMATELY $4,500,000 IN FISCAL YEAR 2025-2026 AND THEREAFTER THE AMOUNT GENERATED BY A LEVY OF UP TO $0.02 PER $100 ASSESSED VALUATION AGAINST THE THEN APPLICABLE ASSESSED VALUE OF PROPERTY IN THE COUNTY FOR THE PURPOSE OF ACQUIRING, CONSTRUCTING, IMPROVING, EQUIPPING, OPERATING, AND MAINTAINING LIBRARY FACILITIES FOR THE COUNTY?

    To me, it feels the question was written without compassion, and leaves out pertinent context. It was not made clear that this question was addressing the continuation of previously allowed funds. I was under the impression that this was new, and my yes vote was to give the library further new funds. I was upset to learn that the failure of this question to pass actually takes significant funds away from the library, upsetting the budget and resulting in reducing branch hours, layoffs of our amazing librarians, diminished community programs and resources. I have 2 daughters, and we use the library nearly weekly for books, social time, learning experiences, crafts, entertainment. We see so many families utilizing the same services, and have made so many friends through library activities and story times. Please consider reallocating funds to the library's budget without reduction in services and staff. The library is a resource for citizens of our town in so many different ways. Access to the internet, knowledge, access to books and news help to enrich our society and help our entire community to be better.

    In summary, first, please re-evaluate how the damaging writing of the question was allowed to be put on the ballot without clarifying that this would be reconfirming prior fund assignment. Second, please consider supporting the library financially as it has been, as library resources are vital to our community, and so beneficial and loved for many Washoe County families.
