3. Public Comment. Comment heard under this item will be limited to three (3) minutes per person and may pertain to matters both on and off the Commission agenda. Unused time may not be allocated to other speakers. The Commission will also hear public comment during individual action items with comment limited to three minutes per person. Comments are to be made to the Commission as a whole. Virtual Public Comment may be taken when facilities are available. A speaker's viewpoint will not be restricted; however, reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant statements, unduly repetitious statements, and personal attacks that would objectively antagonize or incite others are examples of speech that may be reasonably limited. The Board of County Commissioners carries out the business of Washoe County and its residents during its meetings. The presiding officer may order a person be removed if the person's conduct or statements disrupt the order or safety of the meeting. Warnings about disruptive conduct or comments may or may not be given prior to removal. Furthermore, certain disruptions of a public meeting are criminal acts as defined under NRS 203.090 and/or NRS 203.119 which may result in prosecution in appropriate cases.

    Thank you for this opportunity to address the board. My name is Harry Swenson, and I live year-round in Incline Village. I am one of the applicants for the Advisory Planning Commission for the TRPA Governing Board.

    Thank you for opening this opportunity and encouraging full-time residents of the Tahoe Basin to apply. It is important that the person selected appreciates the wonder of Lake Tahoe every day, while also understanding the realities of living here.

    Residents face the constant concerns of wildfire risk, complex evacuation planning, heavy snowfalls that affect transportation, and summer traffic standstills on our mostly two-lane roads. We also see firsthand the challenges of housing affordability for our workforce, the needs of schoolchildren and seniors, and the impact of the millions of visitors who come here each year. These are issues that full-time residents experience and understand in a very direct way.

    The Advisory Planning Commission plays an important role in advising the Governing Board on emerging science and policy issues that affect both the basin and the people who live here. It is essential that the appointee is able to understand and clearly communicate the science behind those policies.

    TRPA has played a critical role in protecting Lake Tahoe, the jewel of the Sierra, and ensuring that it is sustained for future generations. At the same time, there is sometimes a perception among residents that regulations can be onerous or unevenly applied, and improving understanding and communication around those issues is important.

    Looking forward, challenges such as transportation congestion and emerging concerns like microplastics deserve continued attention and research. Visitor education is also critical so that everyone who comes here understands their responsibility to help protect the lake.

    My family has been coming to Lake Tahoe since the 1960s, and I have been fortunate to live here for the past 12 years. After a career with NASA focused on science and management, I hope to bring that experience, along with my deep love for this place, to help protect Lake Tahoe for generations to come.

    Washoe County politicians have systematically worked to permanently and irreparably dismantle the beauty of the Truckee Meadows. The very last meadow in South Meadows is currently being destroyed. Absolutely irresponsible stewardship! When does it stop? Once we look like Sacramento? The costs of growth often outweigh the benefits. Bringing high density population and congestion to a quiet rural area is ABSOLUTELY UNNECESSARY and ABSURD. We’ve had multiple fires, traffic is constantly diverted through Pleasant Valley, and police already take 20 minutes to arrive. You have a responsibility to preserve what is left of this beautiful area. Do the right thing and vote NO!
