3. Public Comment. Comment heard under this item will be limited to three (3) minutes per person and may pertain to matters both on and off the Commission agenda. Unused time may not be allocated to other speakers. The Commission will also hear public comment during individual action items with comment limited to three minutes per person. Comments are to be made to the Commission as a whole. Virtual Public Comment may be taken when facilities are available.
A speaker's viewpoint will not be restricted; however, reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant statements, unduly repetitious statements, and personal attacks that would objectively antagonize or incite others are examples of speech that may be reasonably limited.
The Board of County Commissioners carries out the business of Washoe County and its residents during its meetings. The presiding officer may order a person be removed if the person's conduct or statements disrupt the order or safety of the meeting. Warnings about disruptive conduct or comments may or may not be given prior to removal.
Furthermore, certain disruptions of a public meeting are criminal acts as defined under NRS 203.090 and/or NRS 203.119 which may result in prosecution in appropriate cases.
Please put on record the following information regarding the physical and electronic vulnerabilities and failings of the Washoe County Elections Dept.
The Physical Security of the ballot processing center is at risk of intrusion through unreinforced doors, windows, and walls. The drop ceiling and ventilation HVAC system are susceptible to human access. Windows do not provide electronic shielding. A security camera should be installed to allow 24/7 public viewing of the Tabulation Room.
2) The Electronic Security of the ballot processing center is vulnerable to intrusion due to walls, doors, windows and the ceiling not being shielded to prevent electronic penetration. Devices with Wi-Fi capability within the department further allow outside/foreign intrusion to equipment. Devices include: cell phones, laptops and desktop computers, and various other networks and hardware inside the department and ballot processing areas.
3) Although signage indicates that cell phones are not allowed in the ballot processing room, multiple individuals including:
dept employees,
vendors,
sheriff deputies, media,
ballot collection and delivery persons
regularly carry and use cell phones, laptop computers, or other transmitters in the ballot processing areas. The presence and use of any electronic devices should be strictly prohibited throughout the facility.
4) Ballot scanners, located outside of the Tabulation Room where the tabulators are located, must electronically transmit their data to the Tabulation Room. If the tabulators are connected to the scanners and to an external network, they are not isolated or shielded thereby also being vulnerable to intrusion.
5) Thumb drives are used throughout the ballot processing area and the Elections Dept. which makes every activity in the entire department vulnerable to intrusion. Nothing is verifiably secure anywhere in the department.
The Washoe County Election Department is a cybersecurity mess from top to bottom; no one should believe that our elections are secure, transparent, or honest. There are simply too many security vulnerabilities according to CISA standards and other credentialed security experts. NO UNMONITORED DROP BOXES ANYWHERE!
